There are a pretty big number of "total beginner" game creativity tools out there - I'd consider Twine one, and Bitsy. Pico-8 probably seems a little intimidating for someone who has literally no preexisting experience in the area, since it is a "fantasy console" and you can only make content for it by actually coding. But it is penetrable by the total-newbie mind, and Dave does break it down in a very friendly way. They also make use of a pretty massive cheat-sheet card which contains basically every command you could need to use while working with the Pico-8 toolset. This made me say, "oh damn, someone should make one of those for Twine/Ren'py/other tools I've used."
Anyway, this is a good place to start if you want to code a game! Pico-8 is insanely cute and has a relatively gigantic community, as these tools go, and many years of preexisting creations to peruse. You can find a ton here!
